"Special" Characters
I think it's a waste and both Gil & Sideshow Bob SHOULD be made into playable characters

Leave Sideshow Bob in jail. He is a child murdering SOB. (He hasn't accomplished it but it hasn't stopped him from trying.) The character is evil. Let him rot.
