speeding up upgrading campfire when just one nightmare needed?
I checked in my towns and it appears when you're 2 nightmares away from upgrading. Just like you it required 0 donuts but clicking the upgrade made nothing happen.

Alternately... You could save up your Friend Actions and go hunt it down in a neighbor's town.
Last night, right before going to bed I was getting close to 200. Visited my (few) neighbors and managed to get 13 or so from them but was still one short! I wanted to go to bed instead of waiting for the spawn. But thankfully while silently getting frustrated a spawn happened and soon thereafter I went to sleep after starting up a brand new round of different nightmares....
