If you search the forum, you will see this has been discussed before. One of the best ideas (not sure who) was who made a building facade and when you clicked on it, you would "go inside" the mall (kind of like the KL shuttle) and then you could build it up. Otherwise it would be too hard to do outside in the regular SF
