Star ratings...
No one is level 60. Graffiti friends will actually bring down stars but I don't want to try and remember all that. The last thing I know about is to put out training walls to help get 5 stars.

The nice thing about Training Walls is that you can hide them behind most buildings. And with the new select tool in the edit menu you pretty much move them when you move the building.
The downside it counts towards the deco limit.
there is another option but its long and a bit borish:
Tap SSB (sideshow bob) in other springfield, slowly but surely it will rise to 5 stars as it adds like 1 point to righteousness every time you tap him in a friends town, it'll take a couple hours, which is why i focused on that single rating when i first started playing the game.
Heres another option not touted by many do absolutely nothing. Ive periodically experienced a sudden drop in righteousness (as have many others). It takes quite a while, but it always goes back to five stars.
