Yes, mine is still there. An easy way to find missing character is by going into your build menu. If you tap roads (etc), buildings, and decorations, you'll be able to see the characters a lot easi...

Double checked every category.
Nothing.
Shows that I have him in the Characters check list.
Going to try put all characters on indoor tasks then store all NPCs and then try shading all but characters and see if he shows.
