I see somettfhing parallel to their approach to the arcade and the courthouse. A quest leading to the non premium building, accompanied by a major related character (all for ingame cash), then a second desirable character for donuts (eg Jumbo and the Blue Haired Lawyer.
The skins mentioned, costing 20 donuts or so apiece, sounds probable as well. Would the skins necessarily pay out premium rates?
