Well, it's a building in the sense that it offers a payout. Couple hundred dollars every 10 hours I think. And it's a boost to Consumerism, if memory serves. Plus, Smithers and Burnsy have a joint task there.
It certainly sucks that you already have one. But it's not terrible to someone who doesn't have it yet. I'd be interested to know what all 13 prizes actually are. Probably, like the SF Observatory, Aztec theatre...
