Who cares if actual Halloween is over? Everything doesn't need to be put in rigid boxes that say Halloween is over so the event must be too. It's like saying all Christmas decorations need to come down on Dec 26th. Not everybody does it. Not a Halloween fan myself but I am also open to the notion that not only do some people enjoy it, they want to keep it around for a while. (And I have to say, 40 years ago when I was a kid Halloween ended when you were 12 or 13. You wouldn't have seen it in a game at all except maybe as a short event like American Thanksgiving.)
