That's a shame, I'm sorry that happened to you. Without looking at the walkthrough myself, it might be possible to build the House of Cards first? Otherwise you can use donuts to speed up Apu's 24 hour task, and wait until you want to build the House of Cards to speed up, that way you use up the minimum amount of donuts.
And on Apu not being available for a 24 hour period, you can pull back the chips in a number of ways, such as at the Gambling Dens (which is the easiest way to do it), visit your game an extra time to get in another round of Burns' Casino visits (the middle ground of difficulty-depending on your schedule), or buy characters or earn Paris Texan to send another person to Burns' Casino (probably the hardest).
If you check my Q & A Thread for Act I (the link you'll find on page 1 of THIS Q & A Thread!), you'll see I did some Maths on maximising the amount of chips you can get. While it's obviously not applicable now, the fundamentals behind the Maths still holds, and on this thread, Muhsterino has done some additional Maths for Act II, which is along the same lines. You might be able to find some clues there to make up the short-fall.
