Yes, during the Halloween 2013 event. Both items were free, but came separately
Did Maude come as just a stand-alone character? I can't remember. Honestly, thought she came with the shop, until I read your post, and remembered the shop was the gypsy teller woman, but then I was even more co?nfused. I guess the gypsy teller was just a limited time narrator for the Halloween story quest line? And then she went away, never actually appearing as a playable character? Is that correct?
