I just realized what happened.
At the time you finished building Burns Mansion (Questline Level 24/25), your XP Level already exceeded 24/25.
Since the only thing we need to actually complete on a Questline Level to avoid being barred from the next level is often just building the building.
So, you finished Burns Mansion, and were immediately triggered to build the Wiggum House. I didn't get that trigger, because my Questline Level was the same as my XP Level.
Because I was forgetting to see how close I was to the next XP Level (e.g., "Level Up"), I assumed I had to do the Executive Lackey storyline to move on.
Same thing must have happened with El Chemistri.
From now on, I'm keeping a much closer eye on that XP bar. And now that I have that SH boost of the XP multiplier, the XP levels are flying by.

Yep. I've always been way ahead with XP-level. That has not been a limiting factor for me. And once SH was available I did the super-grind until I had all 30 buildings and the 150% XP bonus.
