Update: Simpsons Babies

Have you tried installing & reinstalling TSTO? If that doesn't work, then you'll need to contact EA directly (preferably with either their phone or chat options). Best of luck! @drichards168

I’ve tried reinstalling the game it just says that an additional download of 948 MB is required which contains the babies stuff, I contacted ea to the best of my abilities and they said the case was resolved but nothing changed.

@drichards168 What exactly is still in the game? Some tasks? If so have you done them to finish that part of the babies event and see if the rest then disappears?
Do you have the Cthulu's Revenge event that just started?
If you do not want to finish the tasks left from the Babies Event, you'll have to contact EA to ask them to remove them.
You may need a rollback to before the Babies event which means you will lose everything you've gotten back to when you rollback to.
You may have to contact them several times to get them to do it. You will have to insist until you get someone who can actually help you.
You might try EA Help on Twitter. Some have said they got faster help through them.

The quests and character actions are still present, yes I have cthulu’s Revenge.
