The game needs some task or building (like Cletus' farm) that lets you build up your cash without gaining experience. Yes, I know... They want you to buy cash with donuts... Not. Gonna. Happen.

Never buy cash for donuts. They dont want you to do that - they actually discourage it by making the exchange so lopsided. Be patient and enjoy the ride. At some point you will catch up and wish you had more to do.
