Walking Kwik E Mart in store now

I bought it, but disappointed. I had assumed it would walk all over town, but it just stays in one place. When characters are on a task, it drops down and just looks like a store. I want buses, cabs, and other modes of transportation that actually moves up and down the streets. I have the street sweeper, but it won't leave my Japanese section I constructed with dirt walking paths.
