I reinstalled the game halfway through act 3 of monorail so didn't manage to get it.
The problem they have with the railyard is that you would also need the Springfield Dump, as well as the Metal, Plastic, and Glass Depots to make it useful. If they make all of those donuts, it could get pretty spendy.
