Who am I attacking?
The icon in the upper right-hand corner takes you random towns of varying levels that you can attack. Other people, who are not your neighbors, can also attack you.

Yeah, you can attack your actual neighbours, just look for the ones with elixir (or gold, I forget which one it is) totals, so you can tell which ones have properly started the event.
