People are reporting that unplugging usbs like razer tartarus one hand keypad fixes the controller bug.

I unplugged my razer tartarus v2 one hand keypad and my dodge and ranged attack is working now. This should also fix controller not working. You can plug your tartarus v2 back in after the game is running and seems to function properly.

Well, I play with a Tartarus, so unplugging it isn't really a solution for me. Would be great if this was fixed.

Same here. I have a Tartarus. Works when unplugged but not plugged in.

Same here. I have the Razer Huntsman V3 and can't dodge or use ranged attacks as long as my keyboard is plugged in. Closed all the software though the task manager and tried also the "Enabled Steam Input"-Fix, but nothing works so far.

There is a small question - if unplug all Razor devices like mouse, weaver and keyboard how to play the game? Or the player shall have a special set of such devices for this game only? I am sure it is better to mark the issue as the critical problem and prepare a patch asap.

I had the same issue and what fixed it for me was what said in the steam thread linked in this thread.
Going into device manager and disabling "HID-compliant game controller" under "Human Interface Devices"
