Who am I attacking?
The icon in the upper right-hand corner takes you random towns of varying levels that you can attack. Other people, who are not your neighbors, can also attack you.

It should only take you to towns where you can actually attack, unlike me it takes me to towns with nothing to do, but move out and on to another town.
