Who am I attacking?
The icon in the upper right-hand corner takes you random towns of varying levels that you can attack. Other people, who are not your neighbors, can also attack you.

Just unlocked it and did the random attack. Personally- I hate it!!! Visited 5 towns. All but 1 were house farmers with horrible towns
The house farmers are what you want in this event. The houses are the ONLY things you can attack. Shops, restaurants, etc. can't be. If you go into a town where there is only the houses for in game families, you really won't have anywhere to attack
