Who am I attacking?
The icon in the upper right-hand corner takes you random towns of varying levels that you can attack. Other people, who are not your neighbors, can also attack you.

I wish we could see the names of our random victims! I've seen 1 or 2 towns that I would love to have was neighbors for plagiarizing (erm, inspiration...) :)
