May I ask why you NEED to do a lot of areas of your Springfield? Maybe open up the tunnel entrance, that is about it. Any other redesign would be purely optional. And until you have quite a bit of the land, you probably aren't going to be moving much over there yet. My SH is currently pretty much filled with buildings from the zone, and upgrading the mansion takes quite a bit of space.
