Who is frink? Coming to Graffiti buildings

For Halloween was "haunted by ghosts" which seemed (to me) to be triggered when someone UNHAUNTED a building, then a new neighbor haunted it.

So from my experience after Halloween, if a neighbor 'graffitied' your building; another neighbor then cleaned it up, meaning a third neighbor 're-graffitied' it. So I don't think the game knows which neighbor to display to you, so it had a custom name in the code to cover that scenario. Unless of course that neighbor was dedicated and opened/returned to your town to graffiti and clean the building then put another coat of graffiti on the one building.
