Why do job count change?

What characters are omitted? and for what task lengths? The only reason I can think of other than what has already been mentioned is that the characters doesn't have an independent cash earning task for the length you're setting.
E.g.
- Princess Penelope won't be sent on her 1 hour job via the unemployment office because it earns krustyland tickets not cash.
- Robo Burns and Doggy Smithers won't be sent on their 4 hour task because they are joint tasks not individual.
- Gummy Joe (I think that's his name) won't be sent on a 24 hour task because he just doesn't have one.
- Springfield's won't be able to shop at the Kwik-E-Mart for their 1 hour task if there's no Kwik-E-Mart placed in your Springfield.
Task length is 4 hours. An example would be Dr. Hebert. No pending job, but isn’t included when I use the OOU.
Do you have the mad doctor hibbert skin from this event? If you do but haven't finished his questline that would stop Dr hibbert from going on his job even though he's in his regular skin. That's the only reason I can think of anyways, unless you don't have the orange house but then you wouldn't be able to assign him manually either
