Why?
Some people are under the mistaken idea that graffiti is bad.
Some people don't want to take the time to search for your graffiti-able buildings and just tap the first three they see.
It's not worth a lot of FP, so not really a big deal as far as I'm concerned. If my neighbors graffiti, cool. If not, that's cool too.
