Why won't people graffiti?

It also happens that my town hall and police station were already in my landing zone, and the school not far away, but I do have neighbors who seem to prefer skipping those (even when they're available) and finding a far corner of my town. Still wish they'd add spray cans to the cooling towers and the retirement home, since those don't pay out. Neighbors not being able to tap the plant just seems wrong, and we've always needed more graffiti (whether everyone thought so before now or not.)
