Since the prize dialog allows you to see phase two already, I think it's simple a matter of when the content is released. I think it was split into Phases so that people who like to rush with donuts (guilty) don't simply get everything in one fell swoop.

The TSTO wiki does give some spoilers on a few of the items still to come. It looks like the storyline changes and the phase 2 items fit in with the story line shift.

You've a 96% chance that the Bonestorm Santa will still be achievable after phase 2 is open.
