I don't even know what to call this guy, but he talks like Charles Bronson, and he does odd jobs like SVT and Moleman.

He's usually called 'Sarcastic Clerk'. He'd be great with a gas station, or anything like that, really.

Not a big character but Homers Half-brother and have Gil as a premium character instead of just popping up when deals come up....

I followed that tip, and apparently his name is Rafael, as was mentioned by Sideshow Bob once. I'd like to see him in the game. He may be one of the most insignificant characters, but he is voiced by Hank Azaria, and it's a good voice.
