Lisa and Skinner do the first 4 hour part.
Lisa does the 24 hour task that is part 2.
The truck unlocks at the 2nd parts completion.
Some people have found that they need to turn off there device and turn it back on to get the update for it ;)
Oh, that makes sense what happened to me this morning. It didn't pop up after that last task as it should have, but it did pop up after Lisa was done with another job.
