That has nothing to do with it. More likely what you are seeing is the towns with characters not on task have characters not on task because the person who owns that town is not visiting it, so all their characters have already been sent a valentine.
Once they have a valentine, no one else can send them one! The owners of those towns MUST collect valentines they have already received in order to get more.
Once again, you are seeing a side affect of the inactivity of those people's towns. It's not because the characters are not on task, but because each character ALREADY has a valentine that is "blocking" them from receiving new ones.
Whether or not a character is on task has NOTHING to do with it. What is the governing force is if the character has already received a valentine from another visitor - if so, that character is blocked from receiving further valentines - thats it.
