Multiple Hearts from one character are most likely the result of friends tapping previously tapped cards in the short "lag period" when a user enters your city and cards are shown before disappearing.
Yeah, what is required to receive hearts seems to change daily.
The other side though is when visiting, you should have a chance to get hearts as well.
And while its hit or miss whether you get one, the constant seems to be that if the character associated with the building is not on task they can get a heart, but the visitor will not.
So, what is the argument against putting characters on tasks?
