I'm keeping as many characters on indoor missions as possible.
I like to think of it as "martial law curfew" due to the escaped convicts on the loose.
I've also kept Fat Tony busy at the new prison, which causes its front gate to remain open. I then set the surrounding barbed wire fence open, so its apparent how they're getting out!
