Cool Brown House locked?
Have you put the cool skin on homer and does it come up a quest bubble?

Ok i have done a quick search and unfortunetly it seems there is no fix.
If homer and lisa are free and dont start it then i think it will be locked until a re-release.
All you can do is open a ticket with EA and explain the situation.
