I'm just thinking that what if the character needed has to finnish another quest line first, what task do you have in your task bar?
Businessman's Social Club ($63,000) (24 hour build) FAT TONY IS UNLOCKED AFTER THE BUILD!

Mayor Quimby prompts the building of the Businessman's Social Club (24 hours). (Legitimate Business)

2. Burns prompts Fat Tony to get rid of problem (12 hours) (The Cleaner Pt. 2)
3. Wiggum prompts Fat Tony to play the violin (1 hour) (The Cleaner Pt. 3)
4. Fat Tony prompts the building of Fat Tony's Compound ($85,000)(The Cleaner Pt. 4) (36 hours)
