Greer, did you ever figure this out? I'm also stuck. Fat Tony is there, I'm on level 34, but haven't built all of the buildings along the way (if it didn't come with a character, I left it until I had "spare cash"). I have everyone roaming, and it doesn't seem to matter. I stored the BSC and brought it back out, and that didn't seem to matter, either.
Oh wait, if Burns and Tony have to dine at El Chemistri, that would be my problem. The walk through doesn't say which restaurant and I'll bet dollars to donuts that's my problem, I haven't built it yet.
