Most likely hacked servers hosting, using tools they wrote to place objects anywhere in the game.
Did you notice which one of their neighbors it was? It's Other Springfield so I highly doubt it's hacked servers, more likely just the devs bending the rules.

Im talking about the "other springfield", the one which is the first one you see on your neighbor list
