You need to complete the Comic Book Guy/Java Server quests first
As far as I can tell, the order goes something like:
Get the Church, Complete the Passion of Flanders tasks
Get the Android's Dungeon, complete the Comic Book Guy quests, and all other non-halloween quests that appear.
Get the Java Server. Complete the quests. This should unlock Moes. That's the Al Coholic quest.
