The basic one is when you begin KL, the medium one is when you complete it but haven't gotten 5 stars, the fancy seats are when you get 5 stars.

I have the fancy one which I got with 5 stars. When I put a bunch of buildings and decoration in inventory it went down to the medium seat, and as I put in more it went back to the basic seat.

You don't need all the land to get 5 stars, just the appropriate balance of nausea, kitsch, grub and merch.
