Are you literally asking what a DMV is in America? It's the Dpartment of Motor Vehicles, where citizens can apply for driver's licenses and take care of other driving related issues. I hope I'm not insulting your intelligence, but it just felt like you were being literal here. I just assumed you were not from the US.
