You are promoted based on the ratio of posts and time registered (I think you must be at least 1 month registered to be promoted)
The longer you are registered for, the less posts you need to be promoted
The more times you post, the less longer you need to be registered for (but at least 1 month)
There are some who were upgraded after only a week of their join date. It may be post related, but I don't think there is a minimum time frame before you are upgraded. There is a theory that accounts get upgraded on the 22nd of the month. I was on 10-22 with a few others, and more people were on 11-22.
