Scandalous Spending - Not progressing

Hi, I believe I have stalled in my Level 38 story line, I believe I have completed part 2 & 3 of Scandalous Spending, but Wiggum in not triggering the next part.

I have stored and replaced the police station, I also did the same with the comic book store for CBG, still not trigger.

Can anyone else suggest how I may fix?

Has anyone else had this issue?
