I have built the medical practice, and I now I have a quest get to level 24 and build the hospital and also to get count burns to donate, I am on level 27 but the building is locked? tried clicking on mr burns or the quest button on the left, but just takes me to the locked building on the list, So how do I do this, any one else have the same problem.

Its ok I found out, have to wait for the medical quest to start
