Valentine Q - can friends give my caracters cards if they are busy?

I went through the 2013 valentine's thread and it mentioned something about NOT tapping on buildings in our town otherwise friends won't be able to give valentine's cards ... is this still the case?

I have over 70 friends and have cleared my cards but haven't had a new one all morning ...
