Valentine Q - can friends give my caracters cards if they are busy?

I've never collected more or less than 1 card per character, always yielding 2 hearts. Don't confuse cards with hearts. Each character you tap when visiting another Springfield leaves one card, and since I have received cards from a few friends that only have a handful of friends themselves (too few for them to even get down to 4 hearts per card given), I can say with confidence that the recipient always gets 2 hearts per card, regardless of what the giver gets.
