Can't transition to rubber guard

According to the move list, having BJJ transitions lvl 4 gives you a full guard to rubber guard transition. So far I've tried it with both Werdum and Jacare and in both cases rubber guard wasn't a transition option while I was in full guard. Am I missing something? Or is that list of transitions just a list of possible transitions your fighter could have with that skill level?
