Dlc does not link

So I purchased the hasbula dlc for ufc 4 on the ps4, and the purchase went through, my bank account statement claims I did, and contacting PlayStation support they claim it is in my purchase history I have purchased this, yet I download the game and this dlc is not there. It does not even appear in the add ons section as purchased. 
I have proof of purchase for this, yet the ps4 store  claims I did not purchase it. Contacting psn support they had me reset my license and account and the add on still does not show up as part of my game. 

It seems like I got scammed, the worst part is there is no technical support number to call on issues like this.
