Have you tried it on another browser? I would try all of them. Edge, Firefox, and Chrome. I just made one on Edge and it did say the error thing, but went through after a minute or two. Is your account linked to your gamer tag? That has to be done.

The problem is we can't even load new pictures. When I load the gameface page, it automatically tries to generate the game face without asking me anything.

Let it generate the Game Face and once it is done just delete it and upload your new images.
Use Firefox.
