game face

Why when I try to do my game face in my PC I can Zoom and Rotate the picture but I can not accommodate the picture so I can do it the right way??? Doesnt let me move it or nothing just zoom and rotate.

    For UFC3 but since i have to do the gameface on a computer, i tried but i can only zoom and rotate. Cant move it like i did for ufc2 to make a good match on my face
