Yes.
He's doing it on ps4.
Reinstall game did not help. I can't play with a friend, but Ultimate Team and Ranked works.

Are you able to play with any friends or unable to play with that specific friend?
I recommend having you both perform these steps to see if it helps you both reconnect:Try rebooting your network and power cycle the console.
Reboot the power to the modem/router
- Unplug the power cable from your modem/router for 5-10 minutes to refresh the network.
How to power cycle your PS4 console
- Touch the power button on the front of the PS4 for at least 7 seconds (until the system beeps twice).
- Turn it back on after 1 minute. Launch the game.
It does not work! There are more such cases.
