I've seen players get stuck in infinite loops in the past. Have you tried rebooting your console and network to see if a fresh connection to our servers helps get you into games faster?
Reboot the power to the modem/router
- Unplug the power cable from your modem/router for 5-10 minutes to refresh the network.
How to power cycle your Xbox console:
- Turn off the Xbox One console by pressing the Xbox button on the front of the console for about 10 seconds until it shuts down completely.
- Unplug the console’s power cable. Wait 10 seconds.
Important Be sure to wait 10 seconds. This step resets the power supply.
- Plug the console power cable back in.
- Press the Xbox button on your console to turn on the Xbox One.
Clear Mac Address
- Clear the MAC Address: From the Xbox dashboard select Settings>All Settings>Network>Network Settings>Advanced Settings>Alternate MAC address>Clear, then restart your Xbox.
I have tried all of those solutions and nothing has helped.
Any idea whats going on?

When you go to your network settings for Xbox, do you have OPEN, Moderate, or Strict as your NAT setting?

You could be limited to playing others on moderate or strict NAT settings, reducing the pool of players.Try changing it to an OPEN NAT type to see if matchmaking improves. Here is how to do that: https://beta.support.xbox.com/help/Hardware-Network/connect-network/xbox-one-nat-error
