Osoto-Gari trip can’t be learned

This wasn’t a problem for me on my other characters, but it is now. Maybe it’s certain weight classes? My other characters are a welterweight and a middleweight that moves up to light heavyweight. Had no problem learning and leveling up the move on them, but on my newest character, a Women’s Flyweight fighter, I can do the move 20 times and when the time runs out I haven’t learned the move. She’s a BJJ fighter so I really wanted that takedown for her lol.
